Mission

The Mission of the Maryland State Police at Frederick Barrack is to provide quality police service to all people, as well as, raise awareness and educate citizens about all laws and their related affect on public safety. Troopers will be ever vigilant to deter crime by aggressively patrolling throughout Frederick County, having primary responsibility on Interstate, United States, and Maryland routes.

The Frederick Barrack Trooper will thoroughly investigate all incidents and crimes, seek out and apprehend criminals, identify and neutralize foreign and domestic security threats, raising confidence in a law-abiding society and the quality of life for law-abiding citizens.

CPL. MATTHEW J. CANTWELL AND TFC RICHARD P. KULINA RECEIVE SUPERINTENDENT'S CITATIONS - Wednesday, April 18, 2012

On December 5, 2010, Frederick Barrack received a 911 call from a woman reporting her medicated husband, who was armed with a rifle, was ready to kill himself.  Corporal Matthew Cantwell and Trooper First Class Richard Kulina were dispatched to the residence where they observed the couple in a physical struggle. 

 Once inside the home, Corporal Cantwell verbally challenged the individuals to surrender.  The wife, screaming at the troopers, advised her husband had the rifle and was ready to load it if she let go.  Faced with a dire situation and an armed individual, Corporal Cantwell provided tactical cover for TFC Kulina who quickly noted the husband sitting in the stairwell holding a rifle and the wife, who also had a grasp of the firearm. 

Seizing an opportunity, TFC Kulina physically charged the two suspects, tackling the husband and dislodging the rifle from his grasp.  Corporal Cantwell immediately jumped on the man, immobilizing him until TFC Kulina could secure him in handcuffs.  

Due to exercising officer safety skills, both troopers were able to swiftly disarm the suspect and diffuse the life-threatening situation. Corporal Matthew J. Cantwell and Trooper First Class Richard P. Kulina are awarded Superintendent’s Citations for their bravery.

CORPORAL RAYMOND J. DOMICO - SUPERINTENDENT’S CITATION

POLICE COMMUNICATIONS OPERATOR VERONICA L. BRUNS - CERTIFICATE OF RECOGNITION

 

On September 7, 2011, in the aftermath of Hurricane Irene, Corporal Raymond Domico was assigned a traffic detail which involved blocking Route 24 in Harford County, due to rising flood waters in Deer Creek.  While at his traffic post, Corporal Domico received a call for service, from Police Communications Operator Veronica Bruns at the Bel Air Barracks. A female motorist had become stranded in her vehicle in the quickly rising flood waters, approximately two miles from Corporal Domico’s location. 

Without hesitation, Corporal Domico responded while PCO Bruns remained on the phone keeping the frantic motorist calm and ensuring her that assistance was en route.  Once on the scene, Corporal Domico located the woman in her stalled vehicle and submerged in the rising and rapidly flowing water. 

Without regard for his own safety and without fire rescue personnel to monitor his efforts, Corporal Domico single handedly waded through the flood waters to the victim approximately 100 feet from dry ground.  Upon reaching the victim, Corporal Domico extended his arms to the victim and led her from the submerged vehicle, through waist deep waters, to dry land. 

For his heroic demonstration of great courage to rescue a stranded motorist, and ultimately preventing a potential tragic ending, Corporal Raymond J. Domico is presented with the Superintendent’s Citation.

For her undeniably composed manner in performing her duties as a Police Communications Operator, Ms. Veronica L. Bruns is awarded a Certificate of Recognition.
